I checked it out and it passed, so I added it back in. Otherwise, I've been fixing the unit tests for cmlib so that they match the recent changes.&lt;/p&gt;</description>

<description>&lt;p&gt;A manager reported an employee was not visible. This was caused by a bug in the code causing new employees to be nonparticipants. The bug has already been fixed, but there are still some errors in the database.&lt;/p&gt;

&lt;p&gt;I finished testing yesterday's cmlib form generation code and fixed the pagination code. Some more code and template changes need to be done.&lt;/p&gt;</description>

<description>&lt;p&gt;I finished a todo. The code now looks for template files in the data directory, searching first in the directory of the file to be written upwards until the to data directory. This allows different templates to be used in different parts of the site or allows templates at the top level to be inherited. Changes pass all unit tests.&lt;/p&gt;</description>
