It looked like the code wasn't removing ampersands from the branch names. This is a problem because ampersands in text are not legal under the strict xhtml standard. It turns out, that the application only updates a subset of pars, the current year before the goal freeze date. There were some permission problems in the application due to a recent change, which we fixed.
