<description>&lt;p&gt;When we got in this morning, the PAR was down. This turned out to be a power problem which took down the database. When power was brought back, it took a while to get the database back up, and after that it took a while to get the par application up successfully. So things were down until about eleven. After lunch we fixed a problem with the review signatures and talked about proposed enhancements.&lt;/p&gt;</description>
