There were two problems. The first is that the textare was tiny when Javascript was disabled. I fixed this by putting an explicit number of rows and columns on the textarea. The second problem is that Netscape 4.7 doesn't display a textarea when Javascript is enabled. It appears that the InitEpoz function is not being executed. But is not clear to me why.
